In other words his bow may look like all the cam lean is gone while at rest. In reality there was cam lean in the upper cam when the bow was at full draw.

Probably need to shim the bottom cam. You see this with hybrid cam bows that only have a yoke on top. Check the bottom cam. It is probably leaning in the opposite direction as the top cam. Shim the bottom cam to split the lean with the top cam.
